Huadian Sihanoukville Power Generation Co., Ltd. now conducts public inquiry and procurement for the consultation service of legal person change. Eligible units are welcome to sign up.
I. Company Profile
Huadian Sihanoukville Power Generation Co., Ltd. (hereinafter referred to as “Sihanoukville Company”) is a wholly-owned subsidiary registered and established by China Huadian Overseas Investment Co., Ltd. in Cambodia. The company mainly undertakes the investment, construction and operation of Cambodian Sihanoukville 2×350MW Coal-fired Power Plant Project (hereinafter referred to as “Sihanoukville Project”). The Sihanoukville Project is located on the seaside of Sihanoukville, about 15 km northeast of Sihanoukville, Cambodia, facing Kampong Som Bay, Sihanoukville in the north, and was officially put into operation in 2023.
II. Procurement Method and Content

2. Procurement content: To provide consultation service of legal person change for Huadian Sihanoukville Power Generation Co., Ltd., handle the approval procedures of relevant government departments such as the Council for the Development of Cambodia, the Ministry of Commerce of Cambodia, and theGeneral Department of Taxation of Cambodia and complete legal person change. The specific service term is subject to the notice of procurement method.
III. Qualification Requirements
1. The supplier shall be a law firm registered in Cambodia, have the right to sign contracts independently, and possess a law firm practicing license or equivalent qualifications. When quoting, the supplier shall provide the law firm registration certificate, service personnel profile and his/herlegal professional qualification certificate, and the scans of relevant qualification certificates.
2. Any form of consortium bidding is not acceptable.
3. Legal persons, other organizations, or individuals with interest in the Purchaser that may affect the procurement fairness shall not participate in this bid. Different units under the control of the same person or with controlling and management relationships shall not participate in the quotation for the same bid section or the quotation for the same procurement project that has not been divided into sections.

2. Announcement time: 12/26, 2024 – 12/28, 2024 (Cambodian time, the same below).
V. Acquisition of Procurement Documents
The procurement documents will be uploaded to Tencent Microcloud for release. For suppliers who intend to participate in this procurement, please download the procurement documents through the link: https://share.weiyun.com/O24QRKMh (to be released at the time of announcement). Any questions in the procurement process can be sent to [email protected], and the email title must be named as“Questions about Bidding forConsultation Service of Legal Person Change(** Company or Individual)”.
VI. Submission of Response Documents
1. Deadline for submission of response documents: 10:00 on 12/30, 2024 (Cambodia time).
2. Receiving method: scanned PDF version (signed and sealed as required) and editable word version of the formal response documents shall be sent to the purchaser’s procurement public e-mail [email protected] (the only designated email address), or the paper response documents shall be sealed and delivered to the purchaser before the deadline, which will not be accepted overdue.
Note: The final response documents can only be sent to [email protected]; otherwise, the quotation will not be recognized. The title of the email must be named as“Response Documents for the Section of Consultation Service of Legal Person Change of Sihanoukville Company (** Company or Individual)”. Please do not send the final quotation documents repeatedly. Only the last version will be accepted by the Purchaser. All response documents submitted after the deadline will be rejected.
