2. Project Scale and Tender Scope
2.1 Project overview
Huadian Sihanoukville Power Generation Co., Ltd. is a new project. The plant site is located about 15km northeast of Sihanoukville, Kingdom of Cambodia, near the sea area and Sihanoukville Port, with convenient shipping conditions. The Project is funded, constructed and operated by China Huadian Overseas Investment Co., Ltd., a wholly-owned subsidiary of China Huadian Corporation Ltd., to build two 350MW supercritical condensing coal-fired units.
2.2 Scope: The tender project consists of 1 bid section, that is Landscape Greening Works of Cambodian Sihanoukville 2×350MW Coal-fired Power Plant.

The total greening area is about 75,000m2, and the specific area is subject to the actual quantities. The area mainly includes wooden platforms, garden roads, squares, landscape lakes, greening lighting, sprinkler irrigation and water supply, drainage, garden modeling, etc. |

3. Qualification Requirements for the Bidder
3.1 One of the following conditions shall be met: (1) The Bidder is an enterprise registered in the Kingdom of Cambodia, with a landscaping business license issued by the Government of Cambodia, a copy of the business license and tax registration certificate, and a bank corporate account. (2) The Bidder is an independent enterprise legal person legally registered within the territory of the People’s Republic of China, with a “three-in-one” business license.
3.2 Legal persons, other organizations or individuals who have an interest in the Tenderee that may affect the fairness of the tender shall not participate in the bidding. For unit with the same person in charge or different units with holding and management relationships, they shall not participate in the bidding of the same bid section or the bidding of the same tender project without dividing the bid section;
3.3 Performance: The Bidder shall have the contract performance of at least 3 landscape greening construction projects (with a contract amount of at least USD 100,000), including at least 1 in ten ASEAN countries. Scanned copies of the contract (including the scope of work of the contract, amount, signing time, signature and seal pages, etc.) is required.
3.4 Any form of consortium participating in quotation is not accepted in this tender.
4. Acquisition of Tender Documents
Announcement period: from 9:00 on November 26, 2022to 17:00 on December 3, 2022.
Acquisition method: Due to the COVID-19 epidemic, please contact the procurement contact person by telephone during the announcement period for the acquisition of tender document and receive the procurement documents by email.
5. Submission of Bid Documents
5.1 The deadline for submission of bid documents (bid deadline, the same below) is 11:00 on 16 December, 2022
5.2 Submission method: The scanned PDF version of the signed and sealed bid documents and the editable electronic version of the quotation list shall be sent to the purchaser’s special email address for quotation [email protected] (the only designated email address), or the signed and sealed response documents (1 original and 2 copies) shall be sent to the bid opening site of Huadian Sihanoukville Power Generation Co., Ltd. before the quotation deadline, otherwise it will not be accepted. Any other delivery method is invalid.
5.3 The Tenderee will reject the bid documents sent after the deadline, or bid documents that are delivered late, not delivered to the designated place or not sealed in accordance with the requirements of the tender documents.
6. Time and Place of Bid Opening
Time of bid opening: 11:00, December 16, 2022
Place of bid opening: Huadian Sihanoukville Power Generation Co., Ltd. (No on-site bid opening will be organized for the Project).
